Mr. Massey currently serves as the Regional Director for the DHS Office of Infrastructure Protection, Region 10 office in Seattle, responsible for assisting private and public sector partners enhance the resiliency of critical infrastructures in the states of Alaska, Idaho, Oregon, and Washington. Prior to his current position, Mr. Massey served
for twenty years with FEMA Region 10 including eight years as the Director of the National Preparedness Division, and as Chief of the Technological Hazards and Regional Integration Branches. He has also served in State and local government emergency management departments, and as a U.S. Army officer in Germany and Iraq/Kuwait. Mr. Massey holds CEM, CPP, and CBCP professional certifications, and a B.S. in Electrical Engineering Technology, and an M.S. in Environmental Planning from Southern Illinois University, and M.A. in Security Studies from the Naval Postgraduate School, and an M.A. in Strategic Studies from the U.S. Army War College.
